Purpose of Job

Jobholders at this level are capable of operating with minimal supervision. They work within guidelines and procedures in order to prepare more complex, specialized or ad-hoc reports in their related field. They contribute to the completion of milestones or operational targets within the assigned functional area. They undertake operational activities including coordinating logistics and product movement from current space, validating abandoned goods’ database, conducting checks/ inspections on items, and investigating discrepancies identified in physical counts.

Job Responsibilities

Abandoned Goods & Pending Declarations Planning  

•    Define and update criteria for the assessment of abandoned goods at ports to ensure consistent evaluation of items (perishable, hazardous, etc.)
•    Determine guiding principles for items’ reception and storage in areas and zones in line with existing gaps and leading practices to properly manage stock-in and optimize space utilization 
•    Define indexing and classification standards, codes, methodologies, and systems to ensure proper product and goods’ tracking

Case Management and Investigation  

•    Consolidate abandoned goods cases, study and assess reasons for abandonment (express, implied, pending declaration, unavailability of funds, goods are damaged, declaration errors, wrong documentation, etc.) to facilitate the assessment of needed actions
•    Develop case summary reports to recommend needed actions for handling goods (sold via auction, destroyed if perishable or low value, scrapped for parts, Re-sell and Re-export, hazardous, etc.) and follow up on implementation
•    Handle communication channels with clients or brokers to acquire missing information for pending declarations that would facilitate the release of goods to optimize space in abandoned goods areas
•    Coordinate with Legal department for high-risk cases, follow-up on the implementation of decisions circulated to ensure the proper application of approved verdicts
•    Monitor pending declaration cases, conduct root cause analysis and collaborate with internal and stakeholders on possible solutions and course of action

Abandoned Goods Handling  

•    Monitor the proper storage of goods according to items’ specifications and recommend improvement measures to optimize the use of zones’ space
•    Conduct periodical inventory count according to procedure and checklist and ensure all items are available to avoid any loss/theft of goods and escalate discrepancies 
•    Receive and log goods, assign related index number according to classification standards, define a new item code for items that do not have a predefined code and update relevant databases accordingly
•    Review and check quantity of received items against declarations, assess quality of products collected in order to report damaged items and escalate divergences from declaration forms
•    Optimize abandoned goods’ space and accordingly store items by categorizing them in order to simplify and facilitate locating and tracking in relevant areas
•    Coordinate items’ movement and ensure proper dispatch to end user following declaration approval and record items’ flow from/to in the stock databases
•    Coordinate with relevant stakeholders, security, maintenance, and cleaning activities within abandoned goods’ spaces to avoid any material loss
•    Analyse and categorize service incidents to identify operational deficiencies and recommend process/system/equipment improvements

Reporting  

•    Develop relevant reports and statistics on root causes for goods’ abandonment to recommend relevant declaration solutions
•    Develop reports highlighting discrepancies, logistical challenges, storage issues and recommend corrective/ improvement actions

Organization and Operations  

•    Follow all relevant policies, processes, and standard operating procedures so that work is carried out in a controlled and consistent manner
 

Education

Bachelor’s degree in Business Administration or equivalent is required

A minimum of 2 years of relevant experience
