Purpose of Job

Jobholders at this level are responsible for leading work activities and working autonomously with minor direction towards predetermined long-term objectives. Jobholders oversee the implementation of operational plans and the provision of significant improvements to set policies, procedures, standards and reports. Their main operational roles include following-up on customs clearing operations, handling complex clearing cases and negotiating settlements between GCC countries and analysing pertinent financial information to propose relevant solutions within approved policies, procedures, criteria and guidelines.

Job Responsibilities

•    Review and study Gulf Cooperation agreements to depict changes and update clearing handling procedures based on goods type and related levied tariffs to safeguard KSA’s economic cooperation
•    Develop and update lists of importers, exporters, individual traders, etc. that benefit from preferential customs duties collected by the Gulf Cooperation Council countries in relation to goods designated to the Kingdom of Saudi Arabia 

•    Study and assess eligible cases including waiver percentage, invoices, goods specifications, etc., review customers’ history and process settlements in line with applicable policies, rules and regulations
•    Manage correspondence with Amanah and GCC countries through different channels for technical support and communicate outstanding clearing amounts while probing for needed clarifications and to form relevant opinions
•    Perform transfer operations to related countries, track account transactions including debits, credits, etc. and reconcile accounts to ensure that changes are properly reflected in related systems
•    Perform auditing activities on customs duties in both imports and exports declarations to detect non-compliant cases and escalate for decision making 
•    Maintain and update clearing operations related systems and databases to ensure that information is properly stored to facilitate accessibility and future use by internal stakeholders

•    Develop reports and statistics on customs clearing operations (types, segments, volume by country, etc.) to unlock patterns and trends and facilitate decision making in channelling negotiation efforts
•    Communicate with ZATCA’s internal departments to provide assistance and information related to traders’ sectors subject to GCC agreements 

•    Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
•    Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
•    Escalate complex problems to the relevant person to ensure cases/issues are closed properly
•    Perform other duties as requested

•    Train junior staff on the different job activities to ensure transfer of know-how, when applicable
•    Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/ junior staff
•    Support junior staff or direct reports in order to execute their duties according to set policies and processes

Education

•  Bachelor’s degree in Business Administration, or equivalent is required
•  Master’s degree in Business Administration, or equivalent is preferred

Experience

A minimum of 5 years of relevant experience
