Purpose of Job
Jobholders at this level are responsible for leading work activities and working autonomously with minor direction towards predetermined long-term objectives.
Jobholders oversee the implementation of operational plans and the provision of significant improvements to set policies, procedures, standards and reports.
Their main operational role includes reviewing list of prioritized area of work and recommend additional areas, selecting best-fit service provider, participating in meetings with selected service provider to agree on proposed operation & maintenance plan, reviewing detected issues and recommend needed corrective actions, supervise implementation of operation & maintenance activities, performing random site visits to check project execution, supervising operation & maintenance activities cost and budget and recommend needed modifications.
Job Responsibilities
• Conduct research and implement benchmark studies to identify best practices for facilities management across leading organizations.
• Conduct research serving the development of facilities management best practices ensuring the best possible outcomes in all operational and quality areas.
• Benchmark against leading practices and incorporate outcomes into ZATCA’s policies, procedures, and framework.
• Develop standard guidelines for facilities management policies and procedures.
• Conduct periodic studies to measure adherence to set policies, procedures, and guidelines.
• Conduct periodic research to assess current and future needs of ZATCA to support development of detailed operational and maintenance plans.
• Build strategies that allow ZATCA to select the right type of outsourced services.
• Conduct periodic research to assess market needs, trends, and existing top global services providers.
• Evaluate service providers periodically to select best-fit providers to meet ZATCA’s requirements.
• Establish criteria for evaluating service providers, aligned with ZATCA’s objectives.
• Conduct periodic reviews to evaluate service providers’ compliance and performance.
• Develop corrective actions to address service provider non-compliance or poor performance.
• Monitor service providers’ implementation of preventive and corrective maintenance plans.
• Perform random site visits to check project execution and recommend corrective actions if needed.
• Supervise service providers in their activities and provide guidance where needed.
• Supervise operation & maintenance activities and ensure alignment with ZATCA’s SLA to create effectiveness.
• Supervise the cost and budget of service providers to ensure efficiency.
• Recommend needed modifications in scope of work or operations to meet objectives.

• Bachelor’s degree in Engineering, Business Administration, or equivalent is required
• Master’s degree in Engineering, Business Administration, or equivalent is preferred
Experience
An optimal of 5 years of relevant experience.
