The job holder is responsible for reviewing and approving developed policies, standards and procedures, overseeing the development of project management processes, guidelines and templates, ensuring the development of quality inspection plan and reviewing inspection results reports related to project execution and project submittals.
- Contribute to the design and implementation of Quality & Performance Management strategic plan, objectives, and goals ensuring alignment with ZATCA strategy
- Set Quality & Performance Management operational plans and direct implementation securing achievement of identified objectives
- Develop Quality & Performance Management performance objectives and indicators and continuously monitor progress towards realization of objectives
- Participate in Quality & Performance Management budgeting cycle and provide input to the budgeting process
- Ensure effective utilization of Quality & Performance Management budget and report accurately on progress made and challenges encountered
- Initiate assessments of ZATCA’s current Quality standards to highlight improvement areas and suggest improvement projects to stay aligned with market trends and international standards
- Set general quality guidelines in compliance with National and International requirements after reviewing developed processes, instructions and templates covering Engineering project lifecycle and ensure dissemination to all relevant stakeholders
- Validate contractor’s quality system for alignment purposes and ensure proper integration in project master planning
- Approve quality control procedures to be performed by the contractors to reduce the occurrence of construction issues
- Oversee periodical inspections ensuring conformity with developed guidelines and review related reports highlighting discrepancies
- Review and analyze impact on project deliverables caused by non-conformity of project’s submittals to determine root cause and provide recommendations accordingly
- Collaborate with internal stakeholders to derive root cause of faced issues and provide additional input regarding defined corrective actions
- Review corrective actions and follow-up on implementation in order to verify the effectiveness of countermeasures for quality issues
- Represent Engineering Affairs in Business Continuity and Risk Team to follow-up on actions tracker
- Represent Engineering Affairs in HR meetings to follow-up on action tracker
- Ensure quality control operations are adequately documented based on contractor’s quality control and safety reports and provide recommendation when needed
- Oversee inspection reports and documentation reports related to overall project execution to highlight discrepancies and provide adequate recommendations
- Inspire the team and provide guidance, delegation and mentorship in order to create a performance-driven culture
- Ensure availability and qualification of team through recruitment, training, development, and performance management
- Take actions to enhance employee engagement and motivation
- Provide clear top-down communication to employees and bottom-up feedback to senior management
Knowledge and Experience:
- An optimal of 8 years of relevant experience, with a preferred 3 years of experience in managerial level
Education and Certifications:
- Bachelor’s degree in Engineering, Business Administration, or equivalent is required
- Master’s degree in Engineering Management, Quality Management, or equivalent is preferred
