Purpose of Job
The job holder is responsible for overseeing the Accounting function including Revenue Accounting, Accounts Payable, Fixed Assets Management, and General Ledger in accordance with applicable policies and regulations.
Job Responsibilities
Strategy and Planning
• Contribute to the design and implementation of Accounting strategic plan, objectives, and goals ensuring alignment with ZATCA strategy
• Set Accounting operational plans and direct implementation securing achievement of identified objectives
• Develop Accounting performance objectives and indicators and continuously monitor progress towards realization of objectives
Budget Management
• Participate in Accounting budgeting cycle and provide input to the budgeting process
• Ensure effective utilization of Accounting budget and report accurately on progress made and challenges encountered
• Investigate and propose implementing initiatives that result in positive financial impact for Accounting and mitigate financial and operational risks
Revenue Accounting
• Introduce most suitable schedules and systems in order to establish best-fit systems and enable timely and informative accumulations, adjustments and reporting of financial data related to revenues
• Maintain relationships with selected banks to be able to benefit from banks’ services
• Oversee revenue accounting activities in headquarters and regional branches and ensure bad debts are handled appropriately
• Monitor ZATCA’s collection performance, review developed reports, and enforce effective improvement measures in order to optimize cash flow and minimize collection write-offs
Payables Accounting
• Oversee payable accounting activities ensuring timeliness, accuracy, and compliance with payment schedules and resolve raised unprocessed transactions
• Approve the replenishment of petty cash funds based on approved budget
• Review reports on accounts payable activities and enforce effective improvement measures
Fixed Assets
• Ensure the periodical and accurate update of fixed asset register and accounting information related to the acquisition and disposal (including transfers and retirement), depreciation, accumulated depreciation, and revaluations of fixed assets
• Oversee the annual impairment and useful life review processes
• Manage the assets’ disposal in coordination with relevant stakeholders
Inventory Control
• Provide input and guidance during the development of annual inventory plan based on stock turn rate and forecasted demand
• Ensure implementation of policies and procedures during inventory movement, usage, storage securing/ tracking
• Oversee yearly inventory physical count, tagging and coding ensuring update of records and enforce corrective actions where required
General Ledger
• Ensure the submission of timely and accurate financial statements, chart of accounts, financial position forecasts, and other reports
• Ensure support and direction and training are provided to other organizational units regarding accounting and closing policies and procedures, monthly, quarterly, and year-end closing processes, efficient controls, and utilization of financial resources
• Ensure follow-up on General Court of Audit requests, and issue relevant financial statements accordingly
• Ensure resolution of non-compliance cases resulting from audits/ General Court of Audit findings and enforce corrective measures to mitigate future risks and recurrence

Education
• Bachelor’s degree in Accounting or equivalent is required
• Master’s degree in Accounting, Business Administration, or equivalent is preferred
Experience
An optimal of 10 years of relevant experience, with a preferred 5 years of experience in managerial level
