Purpose of Job
Job Responsibilities
Committee Operations
• Build and develop strategy and implementation plan for each of the committees as required ensuring alignment with ZATCA overall strategy
• Develop settlement forms, procedures, and handle the automated system for settlement and change requests to ensure functionality, improved productivity, and reduced costs
• Support development of overall committees’ budget securing alignment with ZATCA overall Zakat & Tax strategy and objectives
• Study and propose the department’s projects and future requirements that support the management’s strategic plans and identify opportunities for continuous improvement of systems, processes, and practices
• Implement approved committee affairs department policies, processes, and procedures, and provide directions to subordinates, monitor compliance, and ensure that work is carried out in a disciplined manner
• Distribute settlement requests for study taking into consideration presence of previous requests, the type of dispute… to ensure timely completion
• Provide support in monitoring daily activities to ensure their compliance with established policies and procedures
Requests and Inquiries
• Respond to and resolve all taxpayer settlement inquiries received by tickets, phone, mail, meetings… including inquiries for ZATCA offices and departments within specified time frames
• Perform preliminary check on the amounts of dispute, availability of accompanying or previous requests, and acceptance or rejection of such requests
• Follow up on receiving all documents from the taxpayer and handing them over to the technical department, arrange deliberation sessions to finalize settlements
• Notify the taxpayers with the settlement committee’s decision, ensure receipt and approval
• Archive all documents and digital settlement cases, decisions, approvals and opinions of stakeholders and the taxpayer in line with the archiving policy
• Update the databases with requests and settlements to reflect in periodic reports
Reporting
• Support development of reporting framework, and the establishment of necessary methodology, guidelines, templates, and pertinent policies to allow monitoring and attainment of key goals and objectives
• Support development of communication methods to facilitate exchange of information between ZATCA and taxpayers/ traders during operations
• Maintain an awareness of what was discussed at committees’ meetings and create thorough minutes of meetings reports highlighting meeting outcomes and results
• Conduct meetings with stakeholders, to communicate relevant decisions, and actions arising from committee meetings and court hearings
• Develop periodic reports summarizing and updating cases and cases’ status (active cases, delayed cases, case discrepancies…), hearings, operations technical input on cases, collections, settlements, and other cases-related affairs to share with concerned stakeholders for action taking and follow up
• Follow-up on the execution of meeting/court hearing outcomes ensuring adherence to documented decisions, timelines, and requirements
Organization and Operations
• Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
Education
Bachelor’s degree in Business Administration or equivalent is required
Experience
A minimum of 4 years of relevant experience
