Purpose of Job

Jobholders at this level are responsible for leading work activities and working autonomously with minor direction towards predetermined long-term objectives.
Jobholders oversee the implementation of operational plans and the provision of significant improvements to set policies, procedures, standards and reports. 
Their main operational role includes developing vendors’ KPIs, supervising contracts’ preparation in coordination with concerned stakeholders, negotiating with vendors, recommending decisions for modification requests, and monitoring vendors’ performance. 

Job Resposiblites

Job Details

Contracts Management  

•    Liaise with Legal & Enforcement function for contract preparation and negotiation with selected vendors and suppliers on terms and conditions 
•    Prepare letter of intent and other legal documents, implement formalities for contract sign-off and inform all concerned stakeholders about selected vendors
•    Renew/ update contracts in a timely manner in line with ZATCA’s legal policies and guidelines 
•    Document all contract modification requests, assess them against predefined criteria and recommend appropriate actions and decisions
•    Check applicable penalties, notify vendor, and grant his approval before submitting invoice
•    Identify need to perform change, evaluate, schedule, and budget impact to develop variation order and modify contract accordingly
•    Receive and evaluate claim notice and negotiate with vendor to resolve or reject the claim in an efficient manner ensuring ZATCA’s interests are protected and relationships with vendors are sustained
•    Develop termination or warning letters as directed 

Vendors Performance Evaluation  

•    Develop vendor key performance indicators (KPIs) and conduct performance monitoring after receiving material and/or services through continuous performance reports generation
•    Collect feedback and send evaluation forms to functions in order to assess product quality, cost and delivery time 
•    Collect product/service deliveries’ performance reports on periodic basis
•    Update list of approved suppliers based on thorough evaluation on a continuous basis and closely monitor new suppliers entering the market

Organization and Operations  

•    Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
•    Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
•    Escalate complex problems to the relevant person to ensure cases/issues are closed properly
•    Perform other duties as requested

People Management  

•    Train junior staff on the different job activities to ensure transfer of know-how, when applicable
•    Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/ junior staff
•    Support junior staff or direct reports in order to execute their duties according to set policies and processes

Communication and Contacs

Education

•  Bachelor’s degree in Law, Business Administration, Engineering Specialties, or equivalent is required 
•  Master’s degree in Business Administration or equivalent is preferred 

Experience

An optimal of 8 years of relevant experience, with a preferred 3 years of experience in managerial level
