Purpose of Job
The job holder is responsible for managing the General Ledger function in line with accounting policies and procedures.
Job Responsibilities
Strategy and Planning
• Contribute to the development of Accounting business plan ensuring alignment with ZATCA strategy
• Develop the operational plan for General Ledger in line with Accounting business plan and Finance and Administration strategic plan
• Implement plans and provide input to enable achievement of General Ledger goals that support ZATCA’s overall strategic plans
Budget Management
• Discuss General Ledger budgeting requirements with top management and provide input to the budgeting process
• Ensure effective utilization of General Ledger budget, and report accurately on progress made and challenges encountered
• Investigate and propose implementing initiatives that result in positive financial impact for General Ledger and mitigates financial and operational risks
General Ledger
• Maintain the general ledger system and ensure its optimization and efficiency in coordination with IT & Digitization function
• Manage the development of financial statements, chart of accounts, financial position forecasts, and other reports ensuring accuracy and timeliness
• Ensure support and direction and training are provided to other functions regarding accounting and closing policies and procedures, monthly, quarterly, and year-end closing processes, efficient controls, and utilization of financial resources
• Follow-up on General Court of Audit requests, and issue relevant financial statements accordingly
• Ensure resolution of non-compliance cases resulting from audits/ General Court of Audit findings and enforce corrective measures to mitigate future risks and recurrence
• Ensure that ZATCA’s general ledger is properly updated and reflects all transaction adjustments made in order to maintain a proper and clear system covering all modifications and updates
• Manage periodic (daily, monthly, quarterly, yearly) closing processes ensuring adherence to applicable policies and Ministry of Finance directions
• Oversee periodic financial reports and ensure reported results comply with financial reporting standards
People Management
• Participate in the identification and recruitment of key talent
• Guide, mentor and support direct reports in order to execute duties according to set policies and processes
• Develop individual performance objectives, provide necessary support, evaluate/appraise team and provide regular feedback on performance
• Establish a high-performance working environment and promote ZATCA values

Education
• Bachelor’s degree in Accounting or equivalent is required
• Master’s degree in Accounting or equivalent is preferred
Experience
An optimal of 8 years of relevant experience, with a preferred 3 years of experience in managerial level
