Purpose of Job

The job holder is responsible for developing ZATCA’s IT & Digitization strategy, frameworks and standards according to international standards and best practices, defining and setting IT & Digitization roadmap, objectives, initiatives, business plans, budget and KPIs in cooperation with relevant stakeholder, measuring/ assessing the actual performance of IT & Digitization plans against set of targets, KPIs, and SLAs and facilitating the communication of the results and recommendations to all stakeholders

Job Responsibilities

 

  • Contribute to the development of IT Planning and Management business plan ensuring alignment with ZATCA strategy
  • Develop the operational plan for IT Planning and Support in line with IT Planning and Management business plan and IT & Digitization strategic plan
  • Implement plans and provide input to enable achievement of IT Planning and Support goals that support ZATCA’s overall strategic plans
  • Discuss IT Planning and Support budgeting requirements with top management and provide input to the budgeting process
  • Ensure effective utilization of IT Planning and Support budget, and report accurately on progress made and challenges encountered
  • Define IT & Digitization governance model with respective policies, frameworks and guidelines
  • Support in the development of RFPs and definition of technical specs and vendors requirements in cooperation with relevant IT & Digitization functions, business users, service providers and vendors
  • Manage the evaluation, selection of IT vendors based on pre-defined set of criteria, and negotiation of SLAs with selected vendors in order to ensure meeting business requirement and objectives
  • Develop strong relationship with vendors during tenders, awarding and operational phases
  • Maintain periodical IT audit checks to monitor IT & Digitization performance and recommend improvements to all the stakeholders and functions
  • Monitor service delivery performance against developed SLAs and recommend necessary improvements
  • Participate in the identification and recruitment of key talent
  • Guide, mentor and support direct reports in order to execute duties according to set policies and processes
  • Develop individual performance objectives, provide necessary support, evaluate/appraise team and provide regular feedback on performance

Education

Bachelor’s or Master's degree in Computer Science, Information Technology, Business Administration or equivalent is required

A minimum of 6 years of experience
