Purpose of Job

Jobholders at this level are responsible for leading work activities and working autonomously with minor direction towards predetermined long-term objectives.
Jobholders might act as internal consultants and facilitators through providing guidance to deliver and perform operational activities.
Their main operational role includes leading development of project control plan, procedures and frameworks, reviewing project control routine inspection plan, reviewing updated cashflow, cost record and risk register to track the alignment between project’s status and set plan and coordinate accordingly with Finance function to settle final payments of contractors and prepare project closure. 

Job Responsibilities

•    Develop project control plan, procedures, frameworks, and needed documents to facilitate project monitoring 
•    Coordinate with Testing & Commissioning function to check main inspection activities based on technical priorities and develop accordingly project control schedule and routine inspection plan
•    Establish cost control plan to facilitate project delivery on time, within the scope of work and allocated budget 
•    Perform Quantitative Cost/Schedule Risk Analysis (QSRA) to determine the likelihood of delivering project’s milestone taking into account the risks surrounding the work and develop accordingly mitigation plan 

•    Follow-up on daily activities based on set schedule highlighting and communicating major variances with related stakeholders to resolve the issues 
•    Prepare and update cashflow to follow-up on projects’ cost tracking and monitor monthly progress ensuring alignment with cost allocation
•    Monitor related projects deliverables against set schedule, quality standards, budget and contract term to raise needed improvement actions
•    Develop and update periodically cost record to enable the resolution of identified variances
•    Prepare and update risk register for projects to keep track of identified risk for future references
•    Conduct site visits to ensure that snag list items are fully completed as per set standards to issue accordingly handover certificate
•    Coordinate with relevant project’s stakeholders to ensure completion of work as per set plan
•    Prepare periodic reports highlighting engineering project’s progress, milestones, challenges and needed corrective changes 
•    Communicate with Finance function to inform them about payment certificate issuance and to settle final accounts with contractors, consultants and suppliers
•    Develop project closure reports to highlight achievement and lessons learned for future references 

•    Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
•    Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
•    Escalate complex problems to the relevant person to ensure cases/issues are closed properly
•    Perform other duties as requested

•    Train junior staff on the different job activities to ensure transfer of know-how, when applicable
•    Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/ junior staff
•    Support junior staff or direct reports in order to execute their duties according to set policies and processes

Education

•  Bachelor’s degree in Civil, Electrical, Mechanical Engineering, or equivalent is required
•  Master’s degree in Civil Engineering or equivalent is preferred

A minimum of 5 years of relevant experience
