Purpose of Job
The job holder is responsible for developing ZATCA’s IT & Digitization roadmap, initiatives and projects plans and KPIs in cooperation with relevant stakeholder, and monitoring the actual performance of IT & Digitization initiatives, and projects execution against set of targets, KPIs ensuring proper communication of the results and recommendations to all stakeholders.
Job Responsibilities
Strategy and Planning
• Contribute to the development of IT Planning and Management business plan ensuring alignment with ZATCA strategy
• Develop the operational plan for Project Management in line with IT Planning and Management business plan and IT & Digitization strategic plan
• Implement plans and provide input to enable achievement of Project Management goals that support ZATCA’s overall strategic plans
Budget Management
• Discuss Project Management budgeting requirements with top management and provide input to the budgeting process
• Ensure effective utilization of Project Management budget, and report accurately on progress made and challenges encountered
• Investigate and propose implementing initiatives that result in positive financial impact for Project Management and mitigates financial and operational risks
Project Management
• Establish and review ZATCA IT & Digitization project management framework, guidelines, governance, framework, and methodologies against latest trends
• Oversee the development of key projects scope, plans and schedules ensuring alignment with IT strategic initiatives and programs and communicate the plans to all relevant stakeholders
• Oversee IT projects from initiation, planning, execution, monitoring/controlling and closure within the approved budget, timelines and allocated resources
• Ensure proper developing of vendor evaluation criteria and vendor selection.
• Oversee and review IT & Digitization project risk assessments, interdependencies and risk mitigation plan and accordingly ensuring effective communication and cascading to all functions and stakeholders
• Provide direction and recommendations on significant risks, solve escalated issues, and follow up the implementation of mitigation plan
• Oversee centralization and coordination of IT project documentations in order to maintain a reliable IT project library
• Review IT vendors performance during IT project lifecycle in order to address issues associated with vendors in order to take immediate actions
• Review and follow-up IT & Digitization programs and projects status and provide a consolidated view across IT & Digitization projects highlighting performance and progress to relevant stakeholders
• Ensure timely and effective communication of progress reports, corrective actions, and lesson learned to all project stakeholders
People Management
• Participate in the identification and recruitment of key talent
• Guide, mentor and support direct reports in order to execute duties according to set policies and processes
• Develop individual performance objectives, provide necessary support, evaluate/appraise team and provide regular feedback on performance
• Establish a high-performance working environment and promote ZATCA values
Education
• Bachelor’s degree in Computer Science, Information Technology, or equivalent is required
• Master’s degree in Information Technology Management, Computer Science, Business Administration, or equivalent is preferred
Experience
A minimum of 6 years of relevant experience
