Research and Consultation Director

Purpose of Job

The job holder is responsible for managing Research and Consultation function including developing generic and specialized legal studies to Committees, centralizing legal library content, in addition to providing legal opinion on consultation requests and subjects related to related laws and regulations to support Committees members in their decision-making.

Job Resposiblites

Strategy and Planning    

•    Contribute to the development of Appeals Committees Legal Studies business plan ensuring alignment with ZATCA strategy
•    Develop the operational plan for Research and Consultation in line with Appeals Committees Legal Studies business plan and ZATCA strategic plan 
•    Implement plans and provide input to enable achievement of Research and Consultation goals that support ZATCA’s overall strategic plans

Budget Management    

•    Discuss Research and Consultation budgeting requirements with top management and provide input to the budgeting process
•    Ensure effective utilization of Research and Consultation budget, and report accurately on progress made and challenges encountered
•    Investigate and propose implementing initiatives that result in positive financial impact for Research and Consultation and mitigates financial and operational risks

Research and Consultation    

•    Manage detailed and timely research on requested case studies
•    Submit generic and specialized legal studies related to Appeals as requested ensuring alignment with applicable laws and regulations 
•    Submit accurate studies on changes to tax and customs and zakat regulations and their impact on advisory studies submitted to the Committees 
•    Submit accurate and objective studies for requests made by the General Secretariat aiming at improving work outcomes
•    Submit accurate and objective studies and research to Committees and employees of the General Secretariat related to improving filing cases procedures, considerations, and adjudication procedures
•    Propose amendments to related laws and regulations in line with the general trend and public interest
•    Submit accurate and objective studies on reasons for objections behind the Authority’s decisions proposing solutions that guarantee lifting compliance by taxpayers
•    Submit timely and objective legal opinion and consultations to Appeals Committees 
•    Manage the consolidation of legal library content centralizing relevant laws, regulations, decisions and circulars for ease of retrieval and referencing

People Management    

•    Participate in the identification and recruitment of key talent
•    Guide, mentor and support direct reports in order to execute duties according to set policies and processes
•    Develop individual performance objectives, provide necessary support, evaluate/appraise team and provide regular feedback on performance
•    Establish a high-performance working environment and promote ZATCA values

Eductaion

•   Bachelor’s degree in Law, Legal Studies, or equivalent is required 
•   Master’s degree in related field is preferred

Experience

An optimal of 8 years of relevant experience, with a preferred 3 years of experience in managerial level
