Purpose of Job
Job Responsibilities
• Review and study restrictions and tariffs’ updates, latest changes in customs’ categories to remain current on goods’ classification decisions and provide reliable content for ports’ teams in line with ZATCA’s rules, regulations, policies, and procedures
• Research and follow up on the latest developments in Tariffs and Restrictions, global and local laws and regulatory requirements for prohibited goods and materials to assist decision making in Tariffs & Restrictions policy reviews
• Develop and update templates and tools in accordance with operational procedures and Generally Approved Customs Tariff Structure to facilitate customer request analysis and safeguard timely evaluation
• Maintain and update manuals, clarification forms, legal requirements and supporting documents, integrate in computer-aided tools to facilitate assessment and review
• Coordinate with local relevant authorities to ensure proper implementation of latest restrictions on new products subject to changes in restriction rules
• Coordinate with relevant functions such as the Security Support to ensure exchange of resources and equipment to identify restricted products such as drugs and explosives
• Coordinate with relevant law enforcement authorities to review and assess exceptions on diplomats’ and scholarship students’ vehicles
• Consolidate, categorize, and prioritize tariffs requests received from ports and COC, sort by client/industry/country of origin and ensure dispatch to relevant teams for assessment and review
• Review submitted requests, examine the validity of legal documents presented, and ensure completeness of supporting documents prior to case assessment
• Gather needed data to perform accurate evaluations and communicate with relevant stakeholders (account managers, brokers, traders, etc.) to obtain needed information and clarifications
• Study customs’ declarations, ensure proper assessment of preferential rates (depending on goods’ country of origin), eligibility for special programs, admissibility, quotas, etc. and ensure proper communication with traders to notify if changes are required
• Handle complex cases and draft clarification forms in case no agreement is reached with related traders and dispatch request with attached details/records to the concerned stakeholders
• Confirm cleared entries on related systems and properly revise registration number, goods’ quantities/weight, storage fees, and other declaration details and dispatch approved transactions to inspectors to finalize the procedure
• Pinpoint high-risk and speculative issues in customs’ declarations, detect non-compliant cases and communicate with internal stakeholders to avoid potential risks
• Monitor applicants’ objections and appeals and ensure coordination with Legal Affairs to resolve disputes and support in key testimonies by providing clarifications on final assessments and results
• Maintain and update tariffs and restrictions systems and databases, ensure that all findings are administered and stored in a preserved manner in order to facilitate data exchange with internal stakeholders and other government agencies

• Bachelor’s degree in Business Administration or equivalent is required
• Master’s degree in Business Administration, or equivalent is preferred
Experience
A minimum of 5 years of relevant experience
