Purpose of Job
Job Responsibilities
Strategy and Planning
• Contribute to the development of Zakat Tax Policy and Legislative Affairs business plan ensuring alignment with ZATCA strategy
• Develop the operational plan for Tax Policy and Legislative Affairs in line with Zakat Tax Policy and Legislative Affairs business plan and Legal and Enforcement strategic plan
• Implement plans and provide input to enable achievement of Zakat Tax Policy and Legislative Affairs goals that support ZATCA’s overall strategic plans
Budget Management
• Discuss Zakat Tax Policy and Legislative Affairs budgeting requirements with top management and provide input to the budgeting process
• Ensure effective utilization of Zakat Tax Policy and Legislative Affairs budget, and report accurately on progress made and challenges encountered
• Investigate and propose implementing initiatives that result in positive financial impact for Zakat Tax Policy and Legislative Affairs and mitigates financial and operational risks
Legislative Framework Assessment
• Conduct research and identify best practices in the field of Tax treaties, laws and guidelines then check suggestions to improve ZATCA’s current legislative framework
• Hold meetings with top management to gather feedback and input regarding improving current Tax legislative framework and accordingly derive relevant action plans
• Oversee communication with Taxpayers, if needed, via discussion groups to elicit input that will aid in the development of legislative documents and guide action accordingly
• Oversee the development/update of Tax legislative documents ensuring alignment to ZATCA guidelines and standards as well as conducted research input and internal feedback
• Submit documents to the Vice Governor or General Manager for approval and ensure all feedback is appropriately integrated prior to final approval and sign-off
• Review implications on ZATCA legislative framework resulting from changes in related tax treaties, laws and guidelines to approve list of amendments to be applied
• Review and endorse proposals and recommendations for implementation including issue overview, objectives and analysis results ensuring ZATCA strategic objectives and requirements are addressed
• Approve a list of necessary or useful research resources
Legislative Framework Development and Update
• Oversee legislative framework updates to ensure identification and clarification of internal and external involved parties and provide recommendations to implement corrective actions when needed
• Review and endorse list of policies, regulations, and guidelines to be developed or amended ensuring proper implementation of improvements based on research and feedback
• Review and approve scope of work, methodology, work schedule and team members for the studies of legislative issues and clarify communication imperatives for smooth collection of data, discussions, and validations
• Monitor workshops with legal, policy and subject matter experts for input related to the development of legislative documents and intervene for further clarification if needed
• Oversee update of guidelines and policy documents based on research findings and updated policies and review ZATCA business requirement documents to ensure compliance

Education
• Bachelor’s degree in Law, or equivalent is required
• Master’s degree in Law, Business Administration, or equivalent is preferred
Experience
An optimal of 8 years of relevant experience, with a preferred 3 years of experience in managerial level
