Purpose of Job

Jobholders at this level are experienced professionals capable of conducting work with general directions. They are primarily concerned with developing solutions to challenges which require some analysis to understand and resolve, and addressing issues escalated from more junior levels. They undertake complex operational activities including providing second level support in escalated valuations, developing periodical reports highlighting recurrent cases and analyzing pertinent information to propose relevant prices within approved policies, procedures, criteria and guidelines.

Job Responsibilities

•    Research the latest developments customs’ categories valuation techniques and methods, to remain current on new pricing practices and incorporate best practices in valuation assessments and reviews
•    Conduct benchmarking studies on product pricing, customs’ categories, and goods' classification to integrate findings in daily operations and update needed systems/databases to facilitate the valuation process
•    Maintain and update manuals, integrate in computer-aided tools to facilitate valuation assessment and review

•    Consolidate, categorize, and prioritize valuation requests received from ports and COC, and dispatch to relevant teams for assessment and review
•    Review submitted requests, examine the validity and completeness of declaration documents prior to case assessment
•    Gather needed data to perform accurate evaluations and benchmarks, and communicate with relevant stakeholders (account managers) to obtain needed information and clarifications 
•    Revise customs’ declarations, ensure proper assessment of goods’ prices, communicate with traders to notify if pricing adjustments are required and draft notification letters in case no agreement is reached
•    Confirm approved valuations on related systems and dispatch transactions to Clearance functions to finalize the procedure
•    Conduct thorough assessments on low value declarations, track and review invoices to determine the individual price “CIF” for each item to safeguard against foregone revenues
•    Consolidate and assess personal and seized goods' values referred to the department and follow-up on the application of additional taxes in coordination with internal functions
•    Periodically request samples from ports to revise goods’ prices based on the assessments of similar goods, origin of goods, value in the local market, etc. and update databases accordingly if needed
•    Pinpoint high-risk and speculative issues in customs’ declarations, detect non-compliant cases and communicate with internal stakeholders to avoid potential risks 
•    Monitor applicants’ objections and appeals and ensure coordination with Legal Affairs to resolve disputes and support in key testimonies by providing clarifications on final assessments and results

•    Develop reports and statistics on valuation operations (types, segments, volume, etc.) to unlock patterns and trends and facilitate policy update
•    Analyse customs’ trade data to depict any discrepancies at ZATCA’s ports and develop needed awareness sessions and training for ports’ teams 

•    Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
•    Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
•    Escalate complex problems to the relevant person to ensure cases/issues are closed properly
•    Perform other duties as requested

•    Train junior staff on the different job activities to ensure transfer of know-how, when applicable
•    Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/ junior staff

Education

Bachelor’s degree Business Administration or equivalent is required
