Zakat Laws & Policies Director

Purpose of Job

The job holder is responsible for overseeing the creation and application of Zakat Laws and Policies to ensure they are well implemented, and are in line with internal and external regulations, with improvements and gaps dealt with immediately.

Job Responsibilities

Strategy and Planning    

•    Contribute to the development of Zakat Advisory business plan ensuring alignment with ZATCA strategy
•    Develop the operational plan for Zakat Laws and Policies in line with Zakat Advisory business plan and Zakat Studies and Advisory Services strategic plan 
•    Implement plans and provide input to enable achievement of Zakat Laws and Policies goals that support ZATCA’s overall strategic plans

Budget Management    

•    Discuss Zakat Laws and Policies budgeting requirements with top management and provide input to the budgeting process
•    Ensure effective utilization of Zakat Laws and Policies budget, and report accurately on progress made and challenges encountered
•    Investigate and propose implementing initiatives that result in positive financial impact for Zakat Laws and Policies and mitigates financial and operational risks

Zakat Laws and Policies     

•    Review relevant international and national Zakat laws that could impact ZATCA’s current Zakat policies and regulations 
•    Oversee ZATCA’s current Zakat policies and laws (in light of research findings), identified gaps, and accordingly enact and follow up improvement areas and needed action plans
•    Approve update/creation of list of Zakat policies, rules, and regulations that need development or amendment in light of research findings, and follow up necessary drafting
•    Ensure that Zakat systems and regulations are in harmony and coincide with the rest of regulations inside and outside the authority 
•    Follow up workshops with Legal and Enforcement stakeholders to ensure that established policies and laws adhere to relevant standards, rules, writing style and language
•    Ensure coordination with Enablement and Queries Clarifications to ensure proper communication of recently updated/developed Zakat policies and laws to ZATCA related stakeholders, ensuring all necessary details are clarified to avoid any misconceptions
•    Manage the effectiveness of newly developed policies and laws and accordingly act on compliance discrepancies and implementation of relevant improvement actions 
•    Ensure that queries raised to the committee are dealt with professionally and review drafted relevant resolutions
•    Ensure Zakat collection instructions are followed and implemented as drafted  
•    Oversee Zakat collection projects on behalf of governmental agencies and their affiliates, as well as solutions to Zakat problems facing governmental agencies and their affiliates
•    Ensure proper communication with government agencies and their affiliates regarding studies related to levying zakat

People Management    

•    Participate in the identification and recruitment of key talent
•    Guide, mentor and support direct reports in order to execute duties according to set policies and processes
•    Develop individual performance objectives, provide necessary support, evaluate/appraise team and provide regular feedback on performance
•    Establish a high-performance working environment and promote ZATCA values

Education

•  Bachelor’s degree in Law, Business Administration, or equivalent is required 
•  Master’s degree in Law, Business Administration, or equivalent is preferred

Experience

An optimal of 8 years of relevant experience, with a preferred 3 years of experience in managerial level
